Died July 29 after being shot in the groin while covering a dispute between two mining cooperatives vying for control of a limestone quarry outside Catavi in La Paz department. The 39-year-old freelance journalist was carrying a camera, tape recorder and press credentials when he was shot. Encinas had been hired three days before his death to report the story for the television station Canal 21 in La Paz.
