The editor and publisher of a weekly community newspaper, Agustin was slain May 10, shot in the back of the head as he was preparing to eat dinner in his daughter's home in Dingalan, about 70 miles northeast of Manila. A special edition of his newspaper, due to come out the next day, featured stories about alleged corruption in Dingalan and linked the mayor to missing government funds. The mayor denied the newspaper allegation and said he had no involvement with the murder. Agustin's sister said he had received threats. He was 54.
